CALL FOR JOBS 

ADVISER TO THE STRATEGIES OF ECONOMIC DEVELOPMENT AND IMPROVEMENT OF FINANCIAL RESOURCES OF THE LOCAL GOVERNMENTS

 

The MDP is an international association made up of eighteen (18) national associations of local governments of Central and West Africa. The MDP started operating since 1992 on the African municipal scene and is to contribute to the improvement of the living conditions of the populations thanks to the reinforcement of the municipal institution and the decentralization approach. It has just adopted a plan of restructuring and is fixed from now on for mission of reinforcing, in close partnership with the associations of local powers and the national administrations, the local governments in the exercise of their competences. In order to fulfil this mission, the MDP retains a structuring of its activities in two poles in order to, on the one hand, support the associations of local governments to provide services to their members and, on the other hand, act in order to improve the legal, institutional and tax environment of the local governments. These poles are as follows: 

 

  •         1st Pole: Capacity building of the local governments and their associations in order to provide services to the populations; 

  •         2nd Pole: Accompaniment of the decentralization processes.

  •         3rd Pole: Support to the associative life and the transversal functions of the MDP

 

To reach the goals of its interventions, the MDP has the support of the technical and financial partners, among which we can name among many others, the Canadian International Development Agency (CIDA), the French Ministry for Foreign Affairs (MAE), Directorate of the Development Cooperation of Switzerland (DDC), the European Union Commission. In the framework of the implementation of its restructuring plan and the implementation of the action plan which results from this, the MDP hereby launches a call for jobs in order to recruit:

Principal Attributions and activities of the position 

Under the authority of the Executive Secretary of the Municipal Development Partnership (MDP), Adviser to the Strategies of Economic Development and Improvement of Financial Resources of the Local Governments will have as a mandate:

  •      To contribute to the development of the knowledge of the sector problems and its evolution, so as to allow the MDP to carry out a useful dialogue with the sector' actors, the administrations concerned and the partners

  •          To implement the strategy and the scheme of work in terms local economic development and mobilization of resources

  •          To ensure the annual and quarterly planning of it under pole, to take care of satisfactory obtaining of the results and to make the report on the running of the activities and the progress compared to the results

  •          To coordinate and supervise the control of the ECOLOC process of Parakou in the North part of Benin

  •          To ensure the activities of capitalization and diffusion of the experiences of local economic development developed by the MDP and of all other LED (Local Economic Development) experiences.

  •          To identify the principal interveners (actors) in the sector of the local economic development in order to establish and to maintain a network exchanges and

 

          information on LED approaches

  •          To accompany the ALPS in the running of their implementation actions of the economic development strategies and mobilization of the resources

  •          To closely work with the other members of the MDP technical team to reach the goals of improvement of the financial conditions of the implementation of the decentralization processes   

  •          To help the associations for the identification, the formulation, the research of the funding and the management of the projects and programs resulting from the pilot actions

  •          To conceive and/or validate the terms of reference for the missions of consultation to the profit of the ALPs

  •          To identify and index the resources persons in the field of the capacity building of the associations of local governments

  •          To validate the documents of invitation to tender and to participate to the evaluation of the submitted proposals

  •          To check that the consultants and other expertises understand very well the mandates which are entrusted to them and to make provisions for the good achievement of their mission

  •          To study and evaluate the reports of all the consultations in terms of finances, local tax and local economic development

Qualifications

MA or the equivalent in urban economy, local regional development, in spatial planning or similar field.
